Plain black coffee is ordered as a café tinto in Colombia. Order it oscuro, or take it con leche.
Colombia is known worldwide for its coffee production, but the highest quality beans are exported elsewhere where they are well appreciated; think France and Italy. More money can be made selling abroad rather than domestically.
Further, a portion of Colombians prefer other hot beverages. Instead of coffee, hot chocolate aqua panela fill their cups.
That is not to say that quality coffee cannot be found. The small coffee producing towns offer great coffee as well as some of the best baked goods around. And quality coffee can absolutely be found in the major cities.
Case in point, this particular café tinto came from Estación 85 Pausa Café Bar in Bogota, Colombia.
