Hot dogs are meat–mostly. The definitely have roots as food from animal products, but these days they could contain texturizing carbohydrates or soy-based fillers. Even vegetarian or vegan versions exist.
Though catering to conscious eaters is not their purpose.
The advantage of a hot dog or their similarly shaped meat-related precursors is that less desirable portions of the animal can be hidden in a more appetizing packaging. All beef hot dogs exist in the States plentifully, but the budget brands are always supplemented with mechanically separated chicken, pork, and various trimmings and fats.
